Dark circles: The dark circles can be genetic but also can be from constant nasal congestion from allergies and are commonly referred to as allergic shiners. If you have nasal symptoms, you need to go see an allergist.

Rest, allergy: Get more rest! lack of sleep is the number one cause of dark circles under the eyes in young people, followed by allergy. You can try over the counter allergy medicine. If those don't work, see your doctor. If you've had the condition for 4 years, it is probably one of the two causes above, but there are other possible conditions that need a doctor's attention.

You have options: Dark circles under the eyes are usually due to being able to see the congested deep muscle layer through the thin eyelid skin. Dark circles can also be due an increase pigment in the skin. They are usually treated with an eye cream designed to reflect light in a way that masks the dark circles. Vasoconstrictors like caffeine may also help temporarily. Hydroquinone is effective for true pigment.
