Not 'Normal': That's a lot of mobility at the ankle and that range of motion is not 'normal' but a lot of ballet dancers have similar abilities.

Yes: Yes, your body is normal and unless you have pain or instability with your flexibility, it is considered normal. You do not need surgery or bracing to "correct" this.
