16-20 weeks: Starts with a little 'fluttering' around 16-20 weeks, depending on how carefully you are looking for it.

Fetal movement: If you didn't feel movement with your first baby, then you would be expected to feel your baby move around 18-20 weeks, but could be as late as 22 as well.

Too early to tell: It is too early in your to expect to feel fetal movements. More likely to begin feeling at 17 to 20 weeks. I wish you luck for a healthy baby with no neurological abnormalities.

Spina bifida: By the end of the second trimester you should normally be feeling some movement, a ultrasound would be advisable since your first child has spina bifida. I also assume you have been on Folic Acid for this pregnancy?

By 18 weeks: Take your vitamins, and stay healthy and active. Depending on your weight, the babies weight, and being watchful, you may perceive movements earlier.
