If they are bright : Red they are capillaries and harmless. They can be removed but insurance does not cover it because it is considered cosmetic.

Need eval: Rashes usually need to be seen for appropriate diagnosis- your description is not very identifiable so i recommend you go be seen by your pcp. In general some rashes respond well to cortisone cream.
