Dermatitis: You may have so called contact dermatitis - an allergic reaction on the skin. It's sometimes hard to determine the cause but if you remember what you may have come in contact with, sometimes it comes to mind. Exposure to poison oak or ivy nowdays is common in campers or hikers. If Hydrocortisone cream has not been effective, sometimes oral steroids or more potent topical ones can be tried.
