Kinda sorta: Ulcerative colitis doesn't "turn into" cancer but can increase one's risk. See http://digestive.Niddk.Nih.Gov/ddiseases/pubs/colitis/#cancer for more info. That's why uspstf recommends more frequent colonoscopies w/biopsies for earlier detection. Talk to your gastroenterologist to determine what's right for you.

Higher incidence : Incidence of cancer in ulcerative colitis , depends on duration and extent of disease. Due to better treatment methods this is dropping for good in recent years . Some one with 30 yrs history has 15% , incidence 15 yrs 15 to 20 yrs 5 to 13 % the reason to have more frequent colonoscopic examinations than general population for early detection & cure.
