Does an ecg pick up any palpitations happening at the time of the test?

Yes: If you have palpitations at the exact time an ECG is being recorded, that would confirm exactly what your heart is doing at the time you felt a palpitation. Unfortunately that is hardly ever the case, which is why holter or event monitors can be quite helpful - they can monitor the heart over a 24 hour or a 4 week timeframe.
