No: Although there is growing evidence that marijuana, and specifically the active ingredient (thc) is beneficial for some people and usually doesn't hurt most others, it is unclear if that is true for younger people whose brains are still developing. Some evidence seems to point to long term damage, but the real answer to your question is that "minors" should smoke nothing.
