Can cortisone injection for shoulder bursitis make it worse?

No: Typically cortisone injections make true bursitis feel better. If the injection was not placed into the bursa it's possible to get very little pain relief.

No: A cortisone injection will typically help improve pain from bursitis or have no effect. It would be highly unlikely to actually make the condition worse.
