Depends: White bumps can be from many things in your mouth: burns, virus infection, irritation from toothpaste chemicals, and more. If they are painful, recurrent, or don't go away see your doctor. You can try a natural toothpaste if you think there might be irritation from your brand.

Yeast over growth: Good that you brush your teeth 2-3 x/day! how about flossing? Cold sore starts with tingling or prickly sensation at the corner of the mouth then it progressed to watery bumps and outright break outs. If those white bumps can be wiped off by cotton swap tip and they leave red spots under them, it is yeast especially if you've been taking antibiotic recently. Best see your dentist for a diagnosis.

See a dentist: It is very difficult to make a diagnosis without a clinical exam. They maybe but who knows? Where are these newly developed white bumps? You need to see a dentist for proper diagnosis.

Probably a virus!: It is probably a virus either herpes or one of another category such as the "catch-all " aphthous ulcer". Try applying a little nonprescription drugstore abreva for a week two. See your dentist if it doesn't go away by then.
