Common: Sounds like angiokeratomata, small blood- blister like dilations of the blood vessels in the scrotum. These can occasionally break and bleed, but they are small and tend to seal up and heal quickly. They are benign and do not need treatment. If you have some skin rash other than this, you should go to your doctor for an exam and identification of the problem.
