Heart Burn: Just because the word heart is in both phrases does not mean they have anything to do with each other. The phrase "heart burn' represents a burning acid problem in the esophagus just under the sternum over the are where your heart is. The heart rhythm is the way your heart beats or conducts electricity to send blood to the body and bring blood back to the heart. They are in no way related.

No: Heartburn occurs when acid from the stomach refluxs or splashes up into the esophagus (and sometimes the mouth or throat). An arrhythmia occurs when the heat beat becomes abnormal.
