Milk allergy: It usually causes itchy skin rashes called eczema, but can also make the skin swell up, it can cause hives, and throat to close up with vomiting and cramping and abdominal pain and eventual severe allergic reaction. At 19, it unlikely to develop milk allergy and the fat content of the milk has no implication on the allergy. Your symptoms can be from something else, such as environmental allergies.

Yes: Milk allergy can occasionally induce hives and for those with atopic dermatitis a break out in the eczema. However i believe your eye symptoms are more likely related to exposure to airborne allergen than milk.
