Milk allergy: If you are truly allergic to milk, the fat content does not matter. You did not describe your symptoms, but at 19 if you never had milk allergy before, it is less likely to develop it now. You may be intolerant to it where you cannot digest it, and this is due to a lack of an enzyme. Please detail your symptoms better to understand your question better.

No: Some of my patients told me that they were not allergic to non-fat milk even though they react to whole milk. Since the allergen is in the protein part of the milk, I do not understand how this would work. As for your eye allergy, it is more likely related to exposure to airborne allergens than milk consumption.
