Fungal/Eczema/others: Rash in the buttocks, perineal and inguinal regions can be caused by several sources, such as dermatophytosis (fungal infection) eczematous rash (usually allergic or autoimmune sources), psoriasis, bacterial sources (pilonidal cyst, folliculitis, carbuncle), or decubitus ulcer from pressure. You need to see your physician in order to obtain proper diagnosis for the proper treatment.

Burning rash: Painful rashes with small blisters on one side of the buttock, trunk or face should always be considered for shingles and treated within 72 hours to reduce risk of permanent nerve damage. Fungal rashes of the skin are best treated with otc terbinafine, and covering with zinc oxide ointment like desitin (zinc oxide diaper cream) to protect. If the steroid/antifungal cream isn't working, best to see a dermatologist.
