Probably normal: If there is nothing there except scar it is likely just an indication of healing. Try some Benadryl (diphenhydramine) cream on it or even just unscented moisturizing cream.

Most likely normal: It is a good idea to keep an eye on the area, sometimes cysts recur, and sometime something new will pop up in the same area. It is not unusual for skin nerves to get trapped in a scar. As the scar matures the strange sensations decrease, but once in a while it persists. If it not getting better, follow-up with your surgeon.
