Get checked out: You could potentially have a dermatitis around the eyes, however your best bet would be to be evaluated by your ophthalmologist to determine what exactly is going on and how best to treat you.

Allergic: Sounds like allergic conjunctivitis and perhaps an allergic dermatitis or contact dermatitis. See your eye doctor for diagnosis and treatment.
