Sinus congestion: The pain at the base of your skull is referred pain and the pain behind your eyes is from sinus congestion which results from nasal congestion. You need to treat your nasal symptoms with a nasal spray, oral antihistamines may help only when coupled with a decongestant. If otc meds don't help, it is time to see an allergist.
