Breast cancer?: I am not sure that this has every been studied specifically for men but one danish study showed that female breast reductions did lower the incidence of breast cancer. Whether this is true in males is unknown to the best of my knowledge.

If you have: Two or more first degree relatives with breast cancer, i would not recommend an augmentation.

?: If you truly have cancer "running in the family" you may need an evaluation by a professional with expertise in risk assessment and genetics. That will not only affect your decision for augmentation but may also lead to ways to reduce your risk and/or increase surveillance. Talk to your gyn or family doc about this.
