Yes: Would be quite uncommon for a 23 year old to get breast cancer, but it can occur rarely. Family history only accounts for about 15% of breast cancers.

Yes: Not common, but can occur. I have personally treated about 1500 women with breast cancer. The youngest was only 21 and at least 6 or 7 were less than 30.
