Unclear: Unfortunately this is an unclear question. The tibia, fibula bones extend from your knee to your ankle so presumably by saying "the top" you are referring to the area at the knee? Knee pain can be due to so many causes, such as ligament injury, cartilage injury, sprain, infection, etc. Your best bet will be to see a physician.
