Blood test before su: The requirements for blood testing on a healthy male under 40 are none. However each surgeon and the facility have their own protocol. You need to follow that.

Tests for lipo: Every doctor has their own pre-op protocol. At the very least, you should expect to have routine boodwork. This is usually done a few weeks before the surgery, so your time is getting close. Check with your surgeon. Hopefully your are seeing a board certified plastic surgeon.

Depends on the dr: New protocols using tunescent ( local) anestheisa obviate the need for pre op blood work providing a good and complete history is obtained.. ( no history of bleeding disoroders, platelet problems etc) and good general health and no history of reactions to local anesthesia in the past ( ie during dental procedures). In those cases patients don't routinely need pre op blood work.
