Sometimes yes & : Sometimes no. That is why this is not a good gauge to determine if a toe is fractured. A medical evaluation with x-ray can determine if the toe is broken. A podiatrist or orthopedic surgeon would be able to give you specific treatment recommendations and to advise of recommended limitations.

Yes: If it is the big toe, walking could be a problem and it should be evaluated for the need of immobilization and/or surgery. Not so much for the other toes but they could still hurt.

Yes: You can stand and walk with fracture in toe but to speed healing the fracture toe needs immobilization.
