Wisdom tooth inflammation but hasn't broken skin yet. is this normal?

Eruption pain: When a wisdom tooth is trying to erupt, the area behind the second molar can become tender or even painful. This is called pericornitis. Anti inflammatory otc medication works best to control this pain. Pain may last for a few days and then subside. If it happens frequently, then you may need to seek care and have the teeth removed. Ask your dentist.

Yes: This is normal for the eruption of any tooth but for wisdom teeth the tissue is particularly thick and may take some time to come through. However, in most cases wisdom teeth have to be removed as most people lack the room for them.
