Emergency: Emergency room is always ready to treat emergency / sick patient. Questiion of affordability will come later. For non-emergency or mild illness, er should not be abused, because the taxpayers has to take the burdon of high charge of the er visit. If someone is unemployed or doesn't have financial ability to support medical service, govt. Support is there like medicaid or similar.
