Ice or heat: If muscles/joints are swollen, we use ice to calm inflammation; gradually we switch to heat to increase circulation to areas & relieve pain. Sore throats, especially when accompanied by fever, may be treated with popcicles to numb discomfort & reduce fever.

Great question: Using ice and heat for various ailments is often based an anecdotal reports...Meaning, what patients or doctors think works the best after some level of experience. Ice is typically used to produce vasoconstriction, and thus, may decrease pain and inflammation. Heat can be soothing & can help to warm-up muscles or relieve spasm. Some sore throats do respond to cold liquids. Go with what works best.
