Your meds: Meclizine and xanax, (alprazolam) as well as anxiety, many blood pressure meds, smoking, and. Inadequate hydration can all cause dry mouth and dry lips. The medical term for this is xerostomia. It is often treated with bethanecol. One illness that can cause it is sjögren's syndrome. In that case, the treatment is xyzal. Talk to your doctor about these issues. Lip balms may help but will need to be applied freq.
