Friend did coke week ago.. now has rash/hives on her and yesterda her left side of face tongue are numb and tingly .. could this be for it or no?

Not good: She needs an evaluation. Cocaine can cause strokes leading to numbness among other things. She needs to stop this habit and see a doctor.

Not related: Unless there is some contaminant in the coke she has become allergic to. Be sure it is not shingles.
