No: When the risk (eye injury/globe rupture and vision loss) is high, the potential for radiation exposure for a skull xray before MRI is less worrisome. Alternative imaging to MRI would be ct scan, which can be 100s of times more graduation, depending on the study, slice width, contrast use, etc.

Ultrasound: An ultrasound of the eye can show intraocular foreign bodies, but in the setting of eye trauma, a ct scan of the eyes and orbits is the standard of care to assess the eyeball, surrounding tissues, and extent of injury. Metal inside the eye needs surgical treatment. The amount of radiation you're exposed to is outweighed by the benefits.
