Depends on size: A complete skull X-ray set (which includes the "Water's view" of the sinuses) are relatively good at spotting big fractures, which are displaced or depressed (i.e., discontinuous). A hairline fracture could be missed on X-ray but picked up on a CT scan. Small hairline fractures can even be missed on CT scan. Best to work from symptoms: if you have pain after an accident, see a doctor to diagnose.
