Either: If you are prone to keloid, then either area can develop one. The face of course, would be more noticeable then the belly button. But not all people are prone to keloid scars, and the majority of patients do just fine with these minor piercings. Best wishes.

Keloid by piercing: Most keloids by piercing is the ears i believe the belly button would be more than the nose danger is repiercing after having a keloid do not do this keloids are not easy to cure some get worse.

Belly Wins, or Loses: The belly-button is more likely to form an undesirable scar, keloid or otherwise, than the nose. If you have a keloid on an ear piercing, you are at higher risk in both areas.
