Pregnancy: The best time to become pregnant is the day of ovulation & a couple of days before & after ovulation. However, it is best to use protection 100% of the time if one does not wish to become pregnant or to catch a sexually transmitted disease. If a woman never ovulates, she could not become pregnant.

Probably not: The process of ovulation is how a woman's egg is presented for fertilization. If ovulation does not occur, then pregnancy should not occur. That is the basis of ovulation suppressing hormonal birth control.
