Best to see Dr.: Rashes and skin conditions are best treated by a dr. Who can see the rash in person. It is tough to DX over the computer, and we are here to point you in the right direction. As stated, you could have allergic urticaria as one example, and in that case over the counter zyrtec (cetirizine) may help, but your treating dr. Needs to properly DX you. Best wishes.
