Dry eye or allergy?: Common causes are dryness, which causes more scratching and burning, or allergy, which causes itching but often will affect both eyes. Try artificial tears or lubricating drops that do not claim to relieve redness. Next, otc allergy drops can be tried. Look for 'ketotifen' as the active ingredient.
