Blister: It is difficult to determine the cause of the blister. There are so many things this could be. How long has it been there, is the tooth decayed, was it ever painful? More information is needed.

Might be abscess: If it is, then the cause of the infection needs to be treated by a dentist... There's nothing you can put on it to solve the problem. Call a local dentist for an appointment.
