Leukoplakia : Those white patches on vocal cord folds are called leukoplakia if untreated may lead to cancers , you need to go for treatments , to remove those spots with out injuring vocal cords , prevent the cause like smoking , & by any methods , like yag laser, radio- frequency cobaletion , photocoagulation , etc & biopsy to make sure did not transform to cancer , must go for follow up visits.

Depends on a lot: If your dad smokes and drinks a lot of alcohol that should stop to prevent new lesions. If the spot was incompletely removed and precancerous, then a slightly bigger surgery to clear everything may be warranted. Radiation can be used but generally this will prevent it from being used again (if he develops a true cancer). I would see a specialist in laryngeal cancer and ask what they think.
