No: Vertigo is the perception of movement and therefore a symptom of a disease process. Some of the conditions causing vertigo such as menieres, vestibular neuritis, acoustic tumors, labyrinthitis, stroke, vertebrobasilar insufficiency, brain tumors, etc can do permanent damage to the involved structures.
