Unlikely: I doubt that anyone would be allergic to every antihistamine. Theoretically possible, but in real world I am yet to see such a patient.

No: People may not be able to tolerate the side effects from antihistamines but not allergic to all of them. In fact, allergy to antihistamine has not been documented except for perhaps contact sensitization to topical benadryl (diphenhydramine).
