CDH : A bilateral posterior and central herniated cervical spine intervertebral disc can cause numbness and tingling in both the arms and legs. Other symptoms may or may not be present and signs and symptoms are not always symmetric. This would be consistent with myelopathy in which case you would want surgery soon.

Yes, it can!: A cervical herniated disc can cause numbness and tingling in the arm if the herniated disc irritates or impinges the nerve that goes to your arm. Best definitive treatment is release the impinged nerve by surgery. These days, we do conservative treatments first because symptoms can get better with pain meds for the nerve, or physical therapy or steroid injection epidurally.

Bulging disk: A herniated disk can cause both numbness and tingling in the arms and legs, most commonly in the arms. You would need to be seen by a neurologist or a neurosurgeon to see how severe the symptoms are an possibly an MRI to see if there is disc herniation.

Yes this can be a : Way for a disc herniation in theneck or cervical area to present with it being more common for just arm(s) being involved and a potentially more serious issue if this leads to any symptoms involving the legs called a myleopathy which should be fully evaluated by a spine surgeon or neurologist.
