No: If there was any chance at all that smoking could relieve any serious symptom that people are subject to, the tobacco companies would be shouting it from the roof tops. Certainly, such troubling conditions as paranoia and such common ones as anxiety would be giant claims. Some smokers do feel calmer when smoking, but it's not the same as making anxiety go away.

Not neccessarily: Anxiety may notice some stabilizing effect from smoking. This is attributed to the nicotine and learned effect of hand to mouth satisfactory effect. Note that cigarrette is not a treatment and the healthy hazards far outweigh this effect.
