Possibly: The answer there largely depends on the degree of the astigmatism. Often individuals with small amounts of astigmatism can see 20/20 with the spherical correction alone.

Depends: Entirely on how much astigmatism there is. Very small amounts of cylinder may have a negligible effect on visual acuity.
