Complex, DM Key: Huge number of scenarios could fit, complex detective work, if solvable. Diabetes (sugar intolerance driven by carb ingestion) likely a key factor. Odds are going hflc; cutting out all carbs ; get hba1c at least <6.0% (optimal 5.0%) would greatly help. A very few dm meds (e.G victoza, (liraglutide) invokana) may also help but most compound dm problems. High WBC conc. Is c/w working bone marrow ; infection(s).

Many possibilities: There are many things that could cause a skin rash. Several types of inflammatory conditions of the skin, allergic reactions, sun exposure, insect bites, and sometimes bacterial, viral or fungal infections can cause rashes on the skin. Have it evaluated by a professional and get the appropriate treatment.
