Cough: Lung symptoms are challenging because part of it is your description of symtoms, then is our interpretation of what you say. Requires reexamination, ordering test (blood, xray, pulmonary test etc). Your age and smoke pack history is essencial because smoking is associated with emphysema, lung cancer, heart disesase, other cancers and other conditions that can cause diziness, fatigue.

No cough?: Without cough your problem may not be pulmonary. It could be musculoskeletal like muscular dystrophy or myastenia gravis. Interstitial lung disease may leave you short of breath with a sense of heavy lungs & cough. A pulmonologist can help. Chest ct scan is probably on your short list. Depending on results of ct & pulmonary function testing will determine direction of further testing.
