Not really: If everything is normal then they will come in at their own rate. If they are "stuck" for any reason then they can be uncovered surgically and then pulled in with elastics, but if everything is normal it is best to leave well enough alone.

Genetics: Eruption patterns and timing is genetically determined for each individual... For some it is sooner, some later. Can't do anything about it.
