Yes: Sodium causes water to be kept in the blood vessels, and the excess "volume" of water essentially overfills the pipes. However, then there's very complicated secondary issues. The kidney sees all the salt and does some things chemically to change how the body reacts to it. Those changes are great in the short term and not so hot in the long term.
