Spacer/nebulizer: Babies under 4 are rarely able to handle in inhaler effectively although a spacer can sometimes help.I use a nebulizer machine with a medication delivery device to administer treatments.They involve similar meds and require longer treatment times but remain an fall back method for younger kids.Even then it takes some getting use to for kid to sit through a treatment.Docs can show you in the office.

Nebulized: I agree that a spacer with a mask may be helpful. If the baby won't cooperate with it, then you may need to nebulizer the medication with a nebulizer.
