Yes: Sounds like you are already familiar with this frustrating eyelid inflammation. Do your warm compresses every day and clean your lashes with the various lid cleansing pads that are available over the counter.

Could be: It sounds like you may have blepharitis or allergy. You may need to keep your lids clean with baby shampoo wash and heat pack. To help with blepharitis. If you have allergy cold compressors and cold water wash a few times a day will work.
