Yes: If you have the right diet, may be it can close without surgery. Did you try miralax (polyethylene glycol)?

Yes, maybe: If it is not draining or infected it is likely that the lining has formed and is not a problem currently. It should be okay to go swimming however going swimming in the ocean would risk having bacteria from the ocean infect it. I would also limit the amount of time you spend.
