Needs to be seen: You didn't mention how much, how often and how he has been using it. More importantly, you didn't mention why he is using it. What problems is he having? Without personally examining him, we can't give you a good answer to your question. It would be smart to have his dentist take a look at his mouth and then properly advise him.

Sensitivity: Baking soda can whiten teeth, but it is more abrasive than most toothpastes. This can abrade, or wear the teeth and make them more sensitive. Your brother should see a dentist to find out why is going on in his mouth.
