Depends on the cause: Without more information, it is hard to say what would work. If the swelling is from a stye, hot compresses, but if allergies, cold works better. You need to see an eye doctor to get an idea of the cause before the appropriate treatment can be chosen.

Cold compresses: In general, you should see you eye doctor if you have swelling in or around the eyes. There are things that need to be ruled out as a cause of recent onset swelling such as infections, thyroid problems and even certain types of tumor. The most common cause of eye lid swelling is acute allergic response for which cold compresses are of benefit.
